ABOUT IPANDI
Our Origins and Establishment
The idea of establishing the Islamic P&I Club (IPANDI) to cover the liabilities of Islamic shipowners was proposed and approved by members of the Islamic Shipowners’ Association (OISA) at its 9th General Assembly, held in Tunisia in November 1996.
The initiative subsequently received recognition at the 9th Islamic Summit Conference—the Session of Al-Aqsa Intifada—held in Doha, State of Qatar. Through Resolution No. 36/9-E(IS), the Summit recommended that OISA immediately begin proceedings to launch IPANDI. It also called on Member States to encourage their maritime companies to join the Club.
In October 2001, at OISA’s 23rd Executive Committee Meeting and 15th General Assembly Session in Dubai, members unanimously approved the procedure for establishing IPANDI, formally bringing the Club into being.
The establishment of IPANDI was subsequently discussed and adopted during the Islamic Conference of Foreign Ministers sessions held in Khartoum, Sudan, in June 2002, under Resolution No. 35/30-E.
This achievement was presented to the 10th OIC Summit, held in Putrajaya, Malaysia, in October 2003. The Summit adopted Resolution No. 35/10-E(IS), setting out two further measures to support the Club:
- Membership and international standing. The resolution invited Member States and their maritime companies to register their ships with IPANDI, supporting the Club’s development towards the standing of existing international P&I clubs.
- Recognition and practical support. It encouraged Member States to treat ships covered by IPANDI on an equal footing with national ships at their seaports. It urged port authorities to cooperate and provide support and facilities for accepting the Club’s covers and Certificates of Entry. It also called on insurance companies in Member States to facilitate services supporting IPANDI and its insurance covers.
